Chair: Both reviews found fewer repeat visits after the service changed. Does that justify reversing the change? Dr. Ellis: It warrants investigation, but not reversal by itself. Neither review separated the schedule from staffing changes. We need comparisons across sites before attributing cause. Dr. Noor: I agree causation is unresolved. However, the decline is concentrated among people who rely on evening access, and waiting for a perfect comparison could extend a documented barrier. I support a temporary adjustment with monitoring. Dr. Ellis: I could support that if it is reversible and outcomes are reported by user group. Chair: Then the unresolved question is scope, while both agree the decline should be investigated.
